How to show overview of workspaces even when only using one

Often when I'm working within only one workspace (eg. I just booted and opened my browser), I want to move a window over to another workspace. Sometimes I open up multiple windows (a browser, terminal, and text editor) and want to move multiple windows to another workspace.

My habit (coming from a Mac) is to hit Super (or swipe up on the trackpad with 3+ fingers) to go into the workspaces overview.enter image description here

Nice! Now I can see all the windows I want to drag into the next workspace! Only... I can't. Dragging a window to the side or near the top doesn't do anything. My only recourse is to right-click on a window's title bar and select Move to Workspace [Right|Left].enter image description here

But, once a window is moved to separate workspace, I get the handy little overview, into which I can drag windows to move to another workspace.enter image description here

So, what I want is to see that "overview" of my workspaces, even when I'm only using one.
Is there an option to always show the overview, so that I can drag windows into a second workspace?
