Can't upgrade from 22.04.04 to 24.04.01

I want to upgrade from 22.04 to 24.04, but I'm not getting the upgrade notification.

I've tried upgrading manually from the CLI, but when I run do-release-upgrade I get this message:

Here is the output of lsb_release -a:

Seems to me that I should be able to run the upgrade. What am I missing, are they using phased rollout for upgrading?
