Failed to start GNOME DIsplay Manager

I am trying to create a custom Ubuntu 22.04 bootable image. I am using Ubuntu 22.04.3 live server ISO and as per requirements I am installing few packages in the chroot environment. I am rebuilding the ISO file out of these installed custom packages.

Similarly I am trying to install "ubuntu-gnome-desktop" and it seems that it installs properly and I am successfully able to build the ISO file, however when I flash this ISO file on VM (VirtualBox) I get error messages saying Failed to start GNOME Display Manager. Error While Flashing Image on VM. I can ssh and access, but the GUI doesn't start.

I found some logs using systemctl and journalctl as shown below.

The errors states that it can't find gdm user. I verified before squashing the filesystem whether gdm user exists or not and it did, before flashing the custom image on VMm however after flashing the image when I ssh and verify it seems that while installing the system on VM it removes all the users created by ubuntu-gnome-desktop.
