`usb_modeswitch` returns error -7

I have a GreenTouchPC BT+AC600 Wi-Fi Adapter (info link) that should be an RTL8821CU (0bda:c820) but isn't:

I have tried using usb_modeswitch on it but it mysteriously fails:
