Network icon is missing and no internet connection

So the network icon in the toolbar is gone on my device and the network settings are missing:

no wifi setting

I've tried mutiple solutions on the internet but none of them work.

This did not work:

sudo nmcli network offsudo nmcli network on

and restarting NetworkManager didn't help either:

sudo service NetworkManager stopsudo rm /var/lib/NetworkManager/NetworkManager.state sudo service NetworkManager start

In NetworkManager.conf I have:

[ifupdown]managed=true

When I went to check the status of NetworkManager, I found this:

NetworkManager state

NetworkManager state
It said:

could not load plugin 'ifupdown' from file ... invalid file permissons

I tried to change the file's permissions to "all user" but it didn't work.

What can i do next?

Add: the wifi is fine before,but after i messing around with the command sudo chmod -R 777 /usr causing sudo not to work,and followed the instruction on the internet to enter recovering mode ,after that i rebooted and found wifi was gone .Also the device has a dual-system(ubantu and windows11),the wifi is working on windows11
