Bluetooth devices not found

I had a logitech bluetooth keyboard and mouse paired with Ubuntu. I removed the devices using the GUI and now I want to pair them again. I'm setting the devices in pair mode however, Ubuntu is not able to find them and pair with them. I have validated using another laptop that the devices are available and present when scanning. However yet Ubuntu is not finding them. I can see other devices from Ubuntu but not these 2 that were previously paired.

sudo rfkill list all is not blocked

bluetoothctl does not see the devices when scanning.

[bluetooth]# paired-devices There are no devices shown in bluetoothctl

I've uninstalled and reinstalled Bluetooth, restarted multiple times, and the outcome is still the same. Any advice is greatly appreciated.
